Meaning: to make something the responsability of another person, usually because you don't want to deal with it.

Example 1:
My boss just dumped the new project in my lap. It's due next week, he's not interested in it, so now I have to do it.

Example 2

He's a great friend, but from time to time he dumps all of his problems in my lap. I have my own problems to deal with!
