It means: to do incomplete work in order to save time or money.

Example 1: Some geologists say that too many corners were cut during the construction of the office building on main street. The companies are complaining about problems with the electricity and the water infrastructure.

Example 2: If we're going to get this report done before tomorrow, we're going to have to cut some corners.
