Meaning 1 (especially in UK English): elegant, stylish or well-dressed. Something or someone that is smart has a good appearance.
Example 1:
Marianne: You look very smart today, Phil! I'm not used to seeing you in a tie. What's the occasion?
Phil: I have a job interview, so I want to look my best.
Meaning 2 (especially in American English): Intelligent, quick-thinking or savvy.
Example 2:
That boy is very smart. If he makes an effort, he'll probably graduate at the top of his class.
