Meaning: Sensitive or delicate. If said of a person, easily upset.

Example 1:
Whatever you do, don't mention the word "crisis" around the boss. He's a bit touchy about the recent drop in sales.

Example 2:
I can be very touchy after a long day, so please be patient with me.

Example 3:
Remember to avoid talking about politics or religion at the party; they are both very touchy subjects.
