It means: stubborn, inflexible; someone who insists on his/her opinion or way of doing things. It is an informal expression.

Example 1:
My brother-in-law is so pig-headed about politics. He thinks that all political parties are corrupt. Of course, this always leads to a fight between him and my father.

Example 2:
We tried to convince Nancy to share her toys with the other children, but she wouldn't. She's pig-headed in only a way that a two-year old can be.
