This expression has a different meaning, depending on whether you are in North America or the UK.
Meaning 1 (UK): to speak angrily to someone, especially a child, because they have done something wrong.
Example 1:
That man ticked me off simply because I parked in front of his house. I don't know why he was so angry.
Meaning 2 (US): to make someone angry or annoyed.
Example 2:
Please don't criticize me in front of the boss; it really ticks me off!
